Question: help editing photos? 10 points?

Okay, I need some help with photos, because I make signatures and avatars for people and I want to get the best possible. So say I have a simple picture with Mario in a white background and I wanted a background paper from Mario to add it to to delete the white background in the Mario picture, how would I do that? Know that the problem of adding borders to it, such as lines at the edges to make it professional that look like I would add the line? PS My tools are selected GIMP and Photobucket.
