Answer: Any of these meters Minolta would be a good option: Spot Meter F – can also be used as a flash meters Auto Meter IIIF – flash incident meter or meters I bought mine on eBay.

Question: Does a SB-28 Nikon flash work with a Nikon D80 digital? What dosent work compared to a film camera?

Answer: The SB-28 is a fine flash.

If the D80 has the Command Control feature which controls SB-600 and SB-800 flashes remotely, then that will be one feature the SB-28 does not support.
