Question: Reporting Labor Abuse by Pizzeria owners?

I was a customer at a pizzeria one Friday evening, when the daughter of the owner arrived to distribute the payroll to the workers, who we all latino immigrants. Unbelievably and in front of customers, the owners were clipping 10 dollars per day of labor from each employee's paycheck, to distribute to a betting pool. These pizzeria owners operated several other establishments in the area and were requiring these employees to forego 10 dollars a day to "win" the pool. Whether or not they ever "win" anything, is this a legitimate labor compensation practice? To what government agency could I report this horrific abuse by this pizzeria owners?

Answer: Your state department of labor.
And possibly your state gaming authority; illegal betting.
